Kosovo Police General Director Gazmend Hoxha has resigned from his position, following the tragic incident in Pec’s Vitomirica, where 49-year-old Arlinda Zekiaj was killed.
In a letter to Kosovo Prime Minister Hoxha, he has indicated that the decision to resign has followed a profound reflection and that he considers it institutional and moral responsibility.
He has stressed that leadership responsibility does not end only in individual actions but also includes responsibility for maintaining the standards of legitimacy, professionalism and integrity of the institution.
On the basis of the tragic event in Vitomirica of Peja, the macabre murder of our mother, daughter and sister, Arlinda Zekiaj, following a profound reflection and a sense of institutional and moral responsibility, placing the state’s interest and the dignity of the institution on every personal interest, I give moral resignation from the position of Kosovo Police Director Hoxha wrote.
He has added that he makes this decision with the conviction that no position is above the state, and no function is more important than the citizens’ faith.
In his letter, Hoxha also cited the challenges and results of the Kosovo Police during the period he led this institution since March 2023.
It has isolated police operations in the country’s north, the management of security situations in Zvecan and Banjska, as well as the investigation into the Iber-Lepenci Canal attack.
According to him, during this period police have also scored results in fighting organised crime, drug trafficking and weapons, corruption and cybercrime.
Hoxha has acknowledged that domestic violence remains a deeply disturbing phenomenon, a more co-ordinated approach between police, Prosecution, social services, courts and nongovernmental organisations is needed.
Results in Investigation of War Crimes and Combating Cause
In the published document, Hoxha has also presented a summary of the results of several important Kosovo Police investigations and operations.
According to his data, during October 2023,2026, 163 authorisations from the prosecution for the launch of investigations have been obtained under 305 information. 63 new cases have been investigated and 66 criminal charges initiated against 745 suspected persons, while 62 people have been arrested.
During these investigations, 62 troops and 14 pieces of bone have also been found, according to Hoxha.
Meanwhile, in combating the file, from the consolidation of the special investigative team in May 2024, 79 people suspected of fraud and other criminal acts have been arrested.
In this context, 40 police operations have been conducted and around 90 residential objects and escort objects have been checked. The estimated value of cars, money and other seized assets amounts to eightm euros.

Hoxha has also published the data on cases of the Star White and Skyecc, where 37 people have been arrested.
During investigative actions, 153 thousand and 560 euros, 49 different weapons — 2 thousand and 26 rounds — 13 thousand euros suspected of counterfeiting, 76 cars and 39 hours of precious brands.
Also recorded are 20 residences, five warehouses, 12 garages, four locals, six houses, ten forests, 170 parcels and a hotel, worth approximately 49.8m euros.
Another 47 bank accounts have been frozen, worth a total of about 1.5m euros.
According to the summary published by Hoxha, the overall value of sequentines, seizures and bank accounts in those cases totals 53m and 974m and 918 euros. /Telegraphy/
