Kosovo Prosecutorial Council ( The KKP has published the decision to suspend the deputy founder’s prosecutor in Pec, Arlinda Nallban-Gacaferri, simultaneously co-ordinators for domestic violence, listing the reasons that have led to the move.
Under the decision, Nalban-Gacaferri was aware that on October 22nd 2026 the order for protection against the already felt Arlinda Zekiaj had not, according to the KKP, undertaken the necessary prosecutorial actions.
The decision reportedly said that the prosecutor, in the quality of the caretaker, was informed by Kosovo police that the court’s decision to order defence against Zekij had been violated. Also reported, other persons were staying in her home, including the husband’s mother to whom the order for protection had been issued, as well as Albert Sylaj, suspected of her murder.
According to the KKP, the investigation unit had contacted the prosecutor regarding the case, while she had instructed that the persons involved be interviewed.
During this time, Arlinda Zekaj had declared that her brother-in-law, Albert Sylaj, had at one point overcome her with the words: Get away from me.
However, according to the KKP’s decision, Nallban-Gacaferri had directed that Sylaj be interviewed in the witness’s quality, not treating the cano as a direct threat to Zekiaj’s life and without assessing the risk of facing her.
The KKP stresses that the prosecutor had been constantly informed of Zekiaj’s urgent demands, including warnings that her life was in danger. This information, according to the decision, had also been in the quality of the family’s violence coordinator.
He was aware of the urgency of her requests and with particular emphasis that the same life was being threatened, was aware of all reports by prosecutors who have handled cases where the deceased party was injured, also reported to the official police reports concerning the level of risk to the late A.Z. ‘%s’ decision.
According to the Council, although aware of the danger, the prosecutor had failed to take legally required prosecutorial actions and had not taken into account the seriousness of the victim’s demands.
The decision also states that Nallban-Gacaferi had not consistently taken the necessary actions, had not taken into account evidence and facts during the investigation, and had not provided evidence in accordance with the law.
In all, she has not taken into account the request of the injured to protect her life and security, says the verdict.
The KKP has estimated that the prosecutor had violated both the Ethics and Professional Conduct Code for Prosecutors, respectively, obligations related to professionalism, accountability and responsibility in the exercise of office. According to the Council, it had not taken into account the circumstances requiring protection of the victim’s legal rights.
The decision to suspend Nalban-Gacafer was taken on October 29, 2026, at an extraordinary KPK meeting, which has been held on closed doors to the media. It has been suspended from performing official duties by 50 percent of the salary to another Council decision.
At the same meeting, the KKP had also imposed the suspension of the chief prosecutor of the Founding Prosecutor’s Office in Pec, Joy Vucetaj, and had appointed Valbona Disha-Hashosa as the task of chief prosecutor.
Meanwhile, on October 29th, Kosovo Police Inspectorate had recommended the suspension of 11 commanding hierarchy police officials in Pec, including the director of the Police Station in Pec.
